Google has resolved the incident.

We are aware of an ongoing issue with Google that is preventing all users who log in via the "Continue with Google" button from being able to access the Portal.
While Google continues to work on this problem, we will monitor the status of the issue and post updates when Google provides updates.
Please note this has no impact to data processing.
